Fine Particulate Matter in Covered Car Parks: Risks, Regulations and Certified Solutions
When we park in a covered garage, we rarely think about what we are breathing. Yet covered car parks are, alongside metro stations, the urban environments with the worst air quality. PM2.5 concentrations recorded systematically exceed 150 µg/m³, against a WHO limit of 15 µg/m³.
Sources of Pollution in Car Parks
In a covered car park, particulate sources are multiple and compound one another. Exhaust gases from vehicles entering and exiting (even modern Euro 6 models) emit ultrafine particulate matter. Brake and tyre wear generates metal and rubber PM. Insufficient ventilation — especially in older underground structures — fails to refresh the air adequately.
Diesel vehicles significantly worsen the picture: they produce a fraction of black carbon (carbonaceous particulate) that is particularly hazardous to the respiratory system. But petrol vehicles and, to a lesser extent, electric vehicles (through brake and tyre wear) also contribute.
Who Is Exposed and for How Long
The most exposed are workers: cashiers, security staff, maintenance personnel. They spend 6 to 8 hours a day in these environments. According to INAIL, occupational respiratory disorders in covered car park workers are 2.3 times more frequent than the average for indoor workers.
Regular users — commuters who park every morning, residents of buildings with underground car parks — also accumulate significant exposure over the course of a year.
The Regulatory Landscape: What Authorities Require
Legislative Decree 81/2008 (Consolidated Safety Act) requires employers to assess and reduce the risk of particulate exposure in workplaces. For public car parks, the 2023/C-14 ministerial circular added a requirement for continuous air quality monitoring in facilities with more than 200 spaces and a daily flow exceeding 500 vehicles.
EU Directive 2024/2881 extends the obligations further. By 2027, all covered car parks with a surface area exceeding 1,000 m² must have a monitoring system and — where necessary — certified purification.
Effective Solutions: What Actually Works
Not all forced ventilation systems are sufficient. Many exchange air without filtering particulate matter: they simply move it towards the exit. Active purification systems with HEPA H14 filters, by contrast, remove PM2.5 directly from the circulating air.
