Italy and the European Air Pollution Record: Data, Causes and Prospects

According to the latest report from the European Environment Agency (EEA, 2024), Italy is the EU country with the highest absolute number of premature deaths attributable to air pollution: around 47,000 per year, ahead of Germany and Poland. A record we should be ashamed to hold.

Numbers We Cannot Ignore

PM2.5 is the main culprit: it causes 58% of premature deaths related to air. Italy exceeds WHO annual PM2.5 limits (5 µg/m³) in 12 of the 14 monitored metropolitan areas. The Po Valley remains one of the most polluted areas in continental Europe, with Milan, Turin and Brescia topping the negative rankings.

But the figure that often escapes public attention concerns closed and semi-enclosed spaces. We spend an average of 90% of our time indoors. And many of these environments — stations, car parks, shopping centres, airports — have particulate concentrations far higher than outdoors.

Enclosed Spaces: The Invisible Problem

A 2023 survey by ISS (National Institute of Health) measured air quality in 45 semi-enclosed environments across Rome and Milan. 78% exceeded WHO PM2.5 limits. Covered car parks and metro stations were the worst performers, followed by shopping galleries and airport terminals.

The paradox is that these environments are frequented by millions of people every day, often for extended periods: metro commuters, station staff, commercial facility employees.

The Regulatory Response: What Is Changing

EU Directive 2024/2881 introduced stricter limits and, for the first time, explicitly included semi-enclosed publicly accessible spaces within the scope of mandatory monitoring. Italy must transpose the regulation by 2026, but many infrastructure managers are already acting proactively to avoid non-compliance.

The PNRR dedicates €1.2 billion to air quality improvement interventions in urban spaces, including the upgrade of public transport stations. An opportunity window that will close with the 2025–2026 tender rounds.

What Every Public Facility Can Do Today

Waiting for penalties is not a strategy. Public and private infrastructures that act now gain three advantages: early compliance, access to PNRR funds, and a measurable reputational benefit in customer satisfaction surveys.
